Cher's power was stronger than Han Sen had expected. His Freeze didn't work, and Cher was about to break free. If that happened, Han Sen's identity would be exposed.
But if he killed Cher, he wouldn't be able to clear his name.
Plus, this was Night Charm Town. It wasn't like Paladin's Paradise, where people fought for resources. Here, they had to abide by the laws of the Extreme King. Even a prince couldn't kill people there.
